The total mills are 2.93 mills. Our actual cost for the building only is 2.43 mills. The state requires .05 mills additional for permanent improvement. This is required, so when repairs are needed down the road, there is money available without returning to the voters. The term "mill" is confusing and the average citizen is concerned only about dollars.
